Arunachal to have 2 divisional commissioners very soon

The State Cabinet headed by Chief Minister Pema Khandu in its meeting on Friday approved for functioning of two Divisional Commissioners with location headquarter of Divisional Commissioner (East) at Namsai and Divisional Commissioner (West) to function temporary from Yupia.
These East and West Divisional Commissioners will be delegated with administrative as well as financial powers and functions. A committee headed by Dy. CM for Eastern Division and Minister Land Management for Western Division shall recommend the modalities for shifting of offices of all other departments. The committee shall submit the report by 30th June 2017.
Cabinet also approved for Amalgamation of Finance & Planning department. The department shall be known as Department of Finance and Investments and will be headed by Development Commissioner Finance, Planning and Investment.
Cabinet also approved the Up gradation of 5 APCS (Admin Grade) posts to 3 posts of APCS (Super Time Scale) and 2 posts of APCS (Senior Admin Grade) also approved in the Cabinet meeting.
in the meeting it is also decided that Encadrement of 7 existing posts of Directors, 4 existing Deputy Resident Commissioners Registrar, APIC and Dy. Registrar, APIC into APCS for smooth administration of Government of Arunachal Pradesh.
beside that Creation of Director (Border Affairs), Director (IT), 3 Addl Resident Commissioners, Dy. Resident Commissioner Mumbai and Dy. Secretary, CMO into APCS cadre for smooth administration of Govt of Arunachal Pradesh.
Cabinet has approved for renaming of Tomo Riba State Hospital to Tomo Riba Institute of Health and Medical Sciences Hospital (TRIHMS Hospital).
Cabinet approved for district wise distribution and recruitment of APST posts of constable and centralised recruitment of posts of General category at Itanagar Capital Complex.
Cabinet approved for resource transfer to intermediate – Panchayat Bodies –Zilla Parishad and Anchal Samities. Accordingly Rs 50.00 Crores for intermediate Rural Local Body has been allocated.
Cabinet decided to transfer all the establishment of Kolkata/Mumbai/Shilong/Guwahati/Jorhat/Tezpur/(except Mohanbari) including Government allotted land/assets & infrastructure outside the State under the administrative control of the General Administration department.
it has also decided that Approval for calling of EOIs from CPSUs/PSUs for construction of Arunachal House at New Delhi/Guwahati/Shillong on turnkey basis.
Cabinet decided to enhance Grants-in-Aid to VKVs Arunachal Pradesh Trust. After detailed deliberations the cabinet appreciated the unique circumstances under which the VKV trust came to Arunachal Pradesh to impart education on the invitation of the then Chief Secretary in 1977-78.
Further, it was informed that no grant has been given since long for infrastructure development, the Department of education shall work out a proposal for the same. Cabinet gave positive nod to Free Chemotherapy Scheme- a much relief to cancer patients.
After detailed deliberations, the cabinet approved the proposal for MOU with Tata Memorial Hospital for cheaper medicines to provide free chemotherapy in TRIHMS and to be launched by June.
The cabinet approved that there would be a need to bring a suitable amendment in Trade Licence policy which protects the interests of Tribals while being compliant with GST Law. A Committee headed by Development Commissioner shall chalk out means to ease out the issues arising out of migration of traders to the GST regime.
