Khandu Launches  Deen Dayal Upadhyaya Swavalmaban Yojana

Chief Minister Pema Khandu today launched the much awaited Deen Dayal Upadhyaya Swavalmaban Yojana (DDUSY) in presence of his minister colleagues, parliamentary secretaries, MLAs, deputy commissioners, officials and entrepreneurs from across the state.

The DDUSY scheme announced in the budget speech of State Finance Minister Chowna Mein aims to encourage unemployed youth for entrepreneurship through formal banking channels.

During the occasion, the Chief Minister released a booklet on Questions and Answers regarding the scheme.

The Chief Minister also made an auspicious start of ‘Boost Your Business’, an initiative by Facebook to offer a platform to support youth and entrepreneurs.

Speaking on the occasion, the Chief Minister said the two programmes of DDUSJ and ‘Boost Your Business’ are interlinked that aims to address youth unemployment through entrepreneurship.

He said since his joining in active politics in 2011 as state’s Tourism Minister, he has been actively working to help unemployed youths through government schemes and programmes. The result of such effort was the launching of Chief Minister’s Paryatan Rozgar Yojana in 2011 to help tourism entrepreneurs in the state that proved to be of great help to the unemployed youths, said the Chief Minister.

After assuming office as Chief Minister, he said unemployed youths became his first priority and immediately devised a scheme in the form of DDUSJ to provide financial subsidy to help these youths to address unemployment. The scheme has been vetted through Prime Minister before its launch, informed the Chief Minister.

Informing about the scheme further, he said the scheme will facilitate bank loans between Rs 10 lakh to Rs crore for setting up Greenfield enterprises with 30% subsidy, which is aimed at APST entrepreneurs. He said the top priority would be awarded to projects related to agriculture and allied sectors including tourism and textile and handicraft production.

He said the state government in last 11 months has created huge number of jobs, which was never done by any previous governments. Despite so many creations of jobs it would still not meet the job requirements of the youths as every year thousands of students are graduating, he said.

However, taking into considerations of the expectations of the parents on their children to find suitable employment, the state government would keep working to meet such aspirations. It is in these directions that the state government is working to create newer opportunities through employment generation and entrepreneurship schemes.

The Chief Minister assured the youths that if the DDUSY scheme meets its intended objective then it would be made extended to different fields of entrepreneurship with increase in loan amounts.

Also touching upon the subject on use of social media to boost business, he said the IT platforms have opened new vistas of opportunities for entrepreneurs who want to sell their products across the globe. He appealed the youths to make best use of the today’s session to learn more on how to effectively use social media in their business.

Taking opportunity of the occasion, the Chief Minister informed the audience of the good works taken up by the Prime Minister. He said the PM in his three years of tenure has brought out great reforms and taken strong decisions for the welfare of the country.

He also spoke about the working system of BJP party, where Chief Ministers from the party has to submit their performance report to PM once in every two months, and wherever there are shortcomings have to be rectified or have to come up with better solution.

Later taking part in the discussion, the Chief Minister answered the several queries raised by the participants on DDUSY scheme. He informed that land being the biggest asset in the state, the state government is working to come up with policy on land that will enable entrepreneurs to trade with their land. He also assured the participants that the selection process for beneficiaries will be made in transparent manner and appealed the politicians and officials not to influence the process with their vested interest.

Earlier speaking on the occasion, Animal Husbandry, Veterinary & Dairy Development Minister, Dr Mohesh Chai appreciated Khandu government for creating more than 4000 jobs within eleven months of his tenure. He appreciated the Chief Minister for coming out with more than 150 cabinet decisions of which half of them have already been implemented. Such reforms and decisions were never seen in previous governments, he said and thanked the Chief Minister for allocating highest fund in his department ever allocated by any government, which is aimed at boosting entrepreneurship.

Also speaking on the occasion, PHED Minister Bamang Felix appealed the youths not to misuse the loan money and also to use the opportunity showered by social media in their business.

Commissioner finance, Ashis Kundra at the start of the programme gave a detailed presentation on the DDUSY scheme.

The launching ceremony was followed by a technical session on ‘Boost Your Business’ with a presentation from Rajat Arora of Facebook.

The programme was also attended by State BJP President Tapir Gao, Home Minister Kumar Waii, UD Minister Nabam Rebia, Education Minister Honchun Ngandam, RD Minister Alo Libang, including other dignitaries.
