We were ready for conduct of bye-election for the 12-Pakke-Kessang  (ST) Assembly Constituency  in East Kameng district of the state.

Talking to Arunachal24 Joint Chief Election Officer and Joint Secretary (Election) Jenom Tekseng informed that “almost all the arrangement were made and we were ready to conduct the bye-election to the Pakke-Kessang but is goes delayed due to hold on the election by the ECI before state government concern on weather and heavy downpour and other natural problems/calamity, now everything goes normal and we were hopeful that announcement of election may he held alongwith Himachal Pradesh or Gujrat elections but not announced yet”, he however said that many constituency of the country is to go for bye-poll and it may be announced anytime for which we have to wait.

He said that many organisation have been coming to his office and wanting to know about the date for election and some of them have even served ultimatum and demanding immediate action from the Election Commission of India (ECI) Tekseng informed.

So far no communication has been made from ECI with regard to preparation for 28-Likabali (ST) Assembly Constituency. Possibility may be that both assembly constituency may goes to poll in one go and ECI may give direction. However we have sufficient EVM and VV Pad for Pakke-Kessang Assembly Constituency, Tekseng said.

The normal summery revision is underway across the country and young voters for those who have attained the age of 18 years or above and case of transfer etc are being considered but if election is announced the voter list of previous year shall be taken into account as always done.

When asked about inclusion of voters of Chakma-Hajoang, Tekseng said summery revision is a normal process and it is being done in all  parts of the country including those area but is  upto the Election Registration Officer (ERO) to except or reject based on formality and requirement of documents which are mandatory for inclusion of voter list,  ERO is the final authority for inclusion or deletion of voter list, Tekseng added.

Deputy Chief Election Officer and Deputy Secretary (Election) D. J. Bhattacharjee said that the date of election for parliament and state legislative assembly are being fixed by the ECI. We use to inform the ECI as and when the state legislative assembly issue necessary notification of vacancy and subsequently we recommend.

Further election may be held with new EVM and this system will also have attachment with VV Pad, VV pad is a new technology by which voter can view their vote polled to particular candidate and would be more effective than old EVM system but everything is based on the direction of the ECI Bhattacharjee added.
