He said to link with the vision of the centre and to start developmental work from the grass root/village level as the development of a country is reflected from the development in the village. To achieve the objective of the programme, he appealed the Ministers, MLAs, Senior Bureaucrats, Experience Holders and Panchayat Leaders to coordinate and cooperate with each other and to work as a Pan Arunachal Team.
He urged the Rural Development Department & Panchayat Raj and the State Institute of Rural Development (SIRD) to carry out massive awareness campaign in the villages for successful implementation of the programme at grass root level and also called for implementation of the programme in letter and spirit.
Chief Minister further appealed the people of the state, “not to disintegrate the state in the name of caste, tribe, religion and region” and to uphold the principles shown by Dr B R Ambedkar, Father of Indian Constitution and Mahatma Gandhi, Father of Nation. He said, “I salute Dr B R Ambedkar from the core of my heart as because of his vision envisaged in the Indian Constitution, India is today safe from disintegration”. He reminded the contribution made by Dr B R Ambedkar who always fought for the oppressed, women and other backward people of the country through out his life and as the Chairman of the Drafting Committee of Indian Constitution.
Addressing to the PRI Leaders present on the occasion, Chief Minister said that the power has already been delegated to the Panchayt to facilitate their functioning and fund will be released as per the fund provision according to Central Grant in 14th Finance Commission and assured that the fund once received from the centre will be released in two week’s time
Underscoring the need of office infrastructure for effective functioning of the Panchayat Raj Institutions in the state, he informed that the Govt is providing fund of Rs 99 lakhs per ZPC Office building and also said to provide fund for Gram Panchayat Office Buildings.
He reiterated to judiciously utilize the available limited resources in a transparent manner. He further urged them to create tangible assets from the MGNREGA and fund under Panchyat after deciding at Gram Sabha Meeting in the larger interest of the people. He requested them not to make piecemeal distributions of the fund, as it often goes wastage benefitting only few individuals. He also urged upon the Panchayat Leaders and field officers to properly monitor the schemes for effective implementation.
