Chief Secretary Shakuntala Gamlin while briefing the Chief Minister about the Banderdewa to Chandranagar 4-lane highway project appraised that the DPR for the project has already been submitted to the GoI. She informed that there is no provision of compensation for the area falling under notified 30 metres Right of Way (ROW) as per the MORTH guidelines. However, she said that govt will give enough time for representing the grievances of the affected people and compensation would be provided as per the govt guidelines. She suggested that open space for avenue plantation, cycling corridor and walking path should be kept along the National Highway for beautification.
She also informed that state having very low Road Density of 25.74 km roads per 100 Sq Km needs good quality road to connect the district headquarters and remote border areas. With this purpose, the state govt is proposing a Frontier Highway running parallel to the Trans-Arunachal Highway at 4000-5000 metre above the mean sea level. She informed that this highway would connect Border CD Blocks covering 1856 remote villages of the state. Besides providing security and confidence for both the civilian and defence personnel along the border, this road will also boost tourism sector in the state. Requesting the Chief Minister to take up the matter with the Defence Ministry, Govt of India, she said that the road would facilitate development in these areas and would also help minimize migration of people from the border areas that leaves it unguarded.
She also apprised him about the progress of Trans-Arunachal Highway and further informed that the land acquisition is under process for 407 km NH-13 Potin to Pangin (BoT road) and the conflicting compensation issue would be resolved soon.
Joram Beda, Secretary Planning, Sandeep Kr Singh, DC ICC, Talo Potom, CEO cum ADM ICC and S Sumyan, SE (PWD Highway) presented the details regarding progress of 4-Lane Highway and TAH. Satya Gopal, Principal Secretary, Ashish Kundra, Commissioner Development & Finance and Sonam Chombay, Secretary to Chief Minister also attended the meeting.
