Arunachal: Crime rate increased in state-Kumar Waii

There is a marginal increase of crime rate in state in the year 2017 in compare to 2016 said Home Minister Kumar Waii at floor of the House during the question hour in state Assembly today while replying to starred question raised by the opposition PPA MLA Tanga Byaling who was former Home Minister.

Waii said that in case of heinous cases (murder, attempt to murder, rape, kidnapping/abduction, dacoity and robbery) the crime figures have slightly increased. A total of 363 heinous crime were registered in 2017 as compared to 366 of 2016. Total crime in the year 2016 are  2699  and  2731 in 2017 and till March 2018 it is 248.

There is reduction of rape case registered in Arunachal Pradesh too with 63 cases reported in 2017 in compare to 92 in 2016.

Various measures are being taken to control the crime, like opening of four new police station, creation of manpower, conduction of regular refresher course at PTC Banderdewa from the rank of constable to Inspector, sending of police personnel for training for various course for various rank on regular interval outside the state also.

Waii said that regular interaction of SPs with senior officers at PHQ through telephone on day today and holding conference at PHQ from time to time. Meeting with stakeholders /general public at state an district label are being done to inculcate  a sense of security and also the responsibility of the general public in helping the police to prevent crime and law and order, use of scientific intelligence is also done.

Awareness campaign is also being done on drug prevention, alcohol abuse, POCSO, crime against women etc and would continue , Market Welfare Association are being involved for installation of CCTV cameras with collective participation, Nagik Bhachara samity has been formed in all district, self defence course have been organised in schools. There is a women Police Station and planned to open 20 more WPS in phases. Construction of Women PS at Itanagar, Tezu and Seppa is going on, WPS at Aalo is planned apart of 359 post of all ranks for these police station have been sanctioned he said.

Byaling however said that rape case at Tezu in which the victim was killed while  the accused brought out from PS and lynched by unruly mob, there was a rape at Yigkiong and two rape at Daporijo where the accused was paraded naked  by the public in Market. Why action was not initiated properly as these sequences seems to be rise of revenge system in state are due to lack of police force and Chief Minister and Minister Home should step down on moral ground.

Clarifying the stand of the government Waii said that he personally do not accompany pilot and escorts, he elaborated the details of rape incident which triggered one by one from Tezu, Yingkionng and then at Daporijo twice and action taken against Police as well as case registered at Tezu against the main accused who move the mob to Tezu PS.

He said that he have visited all the place of occurrence at Tezu and Yingkiong and have discussed with stake holders and police as well as district administration and have constituted Peace committee at Yingkiong, police have been doing their duty while court will punish the accused as per law Waii observed.

In course of strengthening of police force Waii said that more than 1000 post of police personnel have been created, recruitment of drivers have been done and they are under training at PTC. Scrutiny for more than 300 police personnel is underway and recruitment would be done by next two months. he however said that there are acute shortage of police force of 35000 whereas the state have now only around 7000 force Waii added.
