Chief minister Pema Khandu has clarified that his govt will not take the final decision on PRC till submission of the JHPC report.

The decision for the issue of Permanent Residential Certificate ( PRC ) to Non APST will not be taken till the submission of the final report of the Joint High Power Committee (JHPC) which is yet to submit by its Chairman Nabam Rebia-said Chief Minister Pema Khandu.
The CM while replying the query with the reporters on the PRC issue cropped after the statement made by himself and Deputy Chief Minister Chowna Mein as new year gift to the Non-APST of Lekang (Namsai district) and Vijoynagar ( changlang district ) recently which have been witnessing a series of protest by several students and NGOs. Even several new organisation have come up to protest on the issue while widespread condemnation in social media have been witness.

Khandu said there is nothing to be panic, the team Arunachal government will first study the report of the Joint High Power Committee (JHPC) headed by senior cabinet minister Nabam Rebia which is yet to submitted its final report. The JHPC have visited almost all the area except Tezu, after visit to Tezu the JHPC would submit its report to government.
During the Arunachal Rising campaign recently in the Eastern part of state specially in Vijoynagar and Namsai several organisation and representative and indigenous organisation, CBOs, youth wing and students wing who meet me and discussed the vexed issue for a resolution and wanted to short out within a time frame with a benchmark by drawing a line, the issue need to be resolved, he said.
We are not issuing ST certificate but PRC is somehow like a constitutional right but it would only be considered, if the cabinet after the submission of JHPC report, Khandu said.
Meanwhile he appeal all to understand the issue and background, we are also ready to discussed the issue , but not to create panic. Khandu added.
