Arunachal Border Development: ₹2,205 Crore Road Plan for 126 Villages
The State Cabinet highlights road connectivity and development initiatives under the Vibrant Villages Programme, including roads for border villages and the inclusion of additional villages in Phase II.

According to the Cabinet release issued on Sunday, 455 villages across 11 districts were selected under Phase I of the programme. It states that 1,022 km of roads worth ₹2,205 crore were approved to connect 126 border villages. A further 122 villages along the Myanmar and Bhutan borders have been included in Phase II.
The initiative aims to improve connectivity and living conditions in remote frontier communities, where difficult terrain and limited infrastructure can restrict access to essential services, markets and economic opportunities.

Road connectivity at the centre of border development
The road projects are intended to improve access to villages located in strategically important border areas. Better connectivity can help residents reach healthcare and educational facilities, transport agricultural produce, access government services and develop tourism and other livelihood activities.
The Vibrant Villages Programme-I (VVP-I) was approved by the Union Government in February 2023. It covers selected villages along India’s northern border in Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand and Ladakh.
The programme goes beyond road construction. Its stated areas of intervention include village infrastructure, livelihood generation, tourism, cultural heritage, skill development, agriculture and allied activities, energy, education, healthcare and telecommunications. The broader objective is to improve living conditions and create opportunities that encourage people to continue living in border villages.

Phase I and Phase II
The Cabinet release identifies 455 villages across 11 districts of Arunachal Pradesh as selected under Phase I. These villages form part of the wider national programme covering selected settlements along the northern border.
The release also states that 122 additional villages along the Myanmar and Bhutan borders have been included in Phase II. This adds another dimension to the state’s border-development efforts, extending attention to communities situated along its international land borders.
Phase I and Phase II cover different geographical priorities under the Vibrant Villages Programme. The Union Government describes VVP-II as a separate Central Sector Scheme for selected villages along international land borders other than the northern border already covered by VVP-I.

Connectivity and strategic importance
Arunachal Pradesh shares international borders with China, Bhutan and Myanmar. In remote frontier areas, reliable roads can play an important role in connecting communities with the rest of the state while supporting economic activity and access to public services.
Improved road access can also support tourism, local enterprises and the movement of essential supplies. However, the practical impact will depend on the completion of projects, maintenance of roads and the extent to which improved connectivity translates into better services and livelihood opportunities for residents.
The programme’s wider objective is to make border villages more viable places to live and work, rather than treating connectivity as an isolated infrastructure project.

The Cabinet release does not provide a village-wise list of the 126 villages, individual project completion dates or a detailed implementation schedule for the 122 villages included in Phase II.
The progress of these projects will be important in determining how quickly remote communities receive improved access to services, markets and economic opportunities.
For Arunachal Pradesh, the broader test of the Vibrant Villages Programme will be whether planned infrastructure and development initiatives produce lasting improvements in connectivity, livelihoods and the quality of life of people living in frontier areas.
