Arunachal: Tawang Reviews Preparations for DC Conference, Plans Nagar Panchayat
Tawang reviews preparations for April 2026 DC conference and discusses proposed Nagar Panchayat formation, focusing on governance, planning, and service delivery.

TAWANG — Administrative preparations for an upcoming Deputy Commissioners’ conference and discussions around the formation of a proposed Nagar Panchayat marked two key meetings held in Tawang on Thursday, reflecting the district’s evolving governance priorities.
A review-cum-coordination meeting was convened at the Conference Hall of the Deputy Commissioner’s Office to assess readiness for the DC conference scheduled from April 8 to 12, 2026. The meeting brought together officials from multiple departments, representatives of the Indian Army and paramilitary forces, as well as members of Panchayati Raj Institutions (PRIs).
Chaired by Deputy Commissioner Namgyal Angmo, the meeting was attended by Zilla Parishad Chairperson Leki Gombu, Zilla Parishad Members Tenzin Monpa and Sonam Norzin, Superintendent of Police Tasi Darang, ADC Jang Hakraso Kri, and other stakeholders. The session began with a welcome address by Assistant Commissioner-cum-DPO Sangey Wangmu Mosobi.

Highlighting the scale of the upcoming conference, the Deputy Commissioner underscored the need for coordinated efforts across departments to ensure smooth execution. Officials were asked to provide updates on assigned responsibilities, with an emphasis on completing preparations well in advance to avoid last-minute disruptions.
Environmental considerations also featured prominently during the discussions. Authorities stressed the importance of minimising plastic usage during the event and directed that construction materials should not obstruct public spaces, particularly in view of maintaining traffic flow in the town.

In a separate meeting held earlier in the day, discussions were undertaken regarding the proposed formation of the Tawang Nagar Panchayat. The meeting, also chaired by the Deputy Commissioner, included PRI members, Gaon Burahs, administrative officials, and other stakeholders.
A detailed presentation by Town Planner Tani Talo, delivered via video conferencing, outlined the framework for municipal governance under the Arunachal Pradesh Municipal Act (APMA), 2007. The proposal includes 47 localities within the suggested municipal boundary, with a preliminary notification already issued inviting public claims and objections.

Officials indicated that the proposed Nagar Panchayat would comprise a minimum of six wards and between six to ten elected councillors. The Deputy Commissioner noted that the establishment of an Urban Local Body (ULB) would improve access to funding and strengthen service delivery mechanisms in the district.
Addressing concerns raised during the meeting, she clarified that existing land rights would remain unaffected, emphasising that the delineation is intended primarily for administrative efficiency and better implementation of government schemes. The proposed body would also have the authority to levy user fees and undertake structured town planning.
Participants raised queries related to legal provisions and land-related implications, to which officials responded that due process would be followed, including hearings after the objection period concludes.
Both meetings concluded with an emphasis on coordination, stakeholder engagement, and administrative preparedness as Tawang moves toward hosting a major conference while also considering structural changes in its urban governance framework.
