Itanagar Municipal Council is yet again in the headlines as former Councillor of Ward Number18 Gora Lotak threatened to file Public Interest Litigation (PIL) against the Municipal Council department on Friday here.
He alleged of department involved in mismanaged the fund in the name of building Individual Household Toilet (IHHT) at Itanagar and Naharlagun under the scheme of Swach Bharat Mission (SBM) in the year of 2015-16.
“There are 418 within the ward number 18 who has applied for the IHHT but till date they have not got any fund for the building of toilet,” Gora Lotak told the reporters while addressing at Press Club.
The poor people are without basic facility in terms of health and hygiene and the department got the Utilisation Certificate (UC). It’s an open fact that there has is no toilet constructed or money being paid to any beneficiaries of the scheme.
How can the erring officers get the UC for work which has never been executed on ground, Lotak questioned?
He told that, an amount of Rs 267.24 Crore was sanctioned and distributed to Itanagar and Naharlagun for the construction of IHHT.
Lotak has appealed for immediate suspension of the erring officers and constitute SIT to investigate the misuse of Public fund under government schemes to the Governor of the state in a letter submitted on July 9th.
Giving an alternate to the officers involved in misuse of fund he said that, the total amount sanctioned for the IHHT under the SBM scheme to be refunded to the Department of Urban Development (UD) with the interest of three years.
He also added that beside the approach to the department of UD, they could not furnish the detailed photographic evidence of IHHT built all around the 23 wards.
