Regular Training of Engineers is necessary- Dy CM Chowna Mein

Deputy Chief Minister, Chowna Mein stressed on the need of training of all ranks of engineers on a regular basis instead of it being a once in a while activity. He said this in his inaugural speech of the three days training on “CPWD works manual, construction of flexible and rigid pavement” at Administrative Training Institute, Naharlagun today.

He said, “the regular training on professional of any discipline are absolutely necessary to keep themselves up-to-date with the latest management and technological developments”. He asked the department to come up with annual calendars for training on the lines of CPWD and other similar construction organisations. “This will benefit our engineers to take innovative and cost effective infrastructure projects in future” Mein said.

“As the State government is embarking upon firming up a long term development goals in the shape of Vision 2030, it will not be out of place to say that, amongst others, engineers will bear a huge responsibility to realise the goals” said the Deputy Chief Minister.

He further said that the govt has already started introduction of modern method of construction of road by introducing construction of concrete roads. He added that the Concrete road or rigid pavement construction which was introduced in district HQs in the recent past is fast picking up, and is the right solution to do away with the present stock of roads in India which are out-dated, congested, wasteful of resources and extremely unsafe.

He urged the faculty trainers to impart training especially on construction of concrete road, so as to acquaint the engineers with the latest advancement in the construction technology suitable for this heavy rainfall, slide & flood prone and hilly terrains of the state.

He further said to assure good quality in construction of roads, bridges and buildings etc to ensure durability and to impart training to learn the methods of construction with total quality assurance.

While citing CPWD Works Manual as one of the important subject, he said, “CPWD Works Manual provides a basic frame work of planning, designing and execution of Construction Works in PWD. Strict adherence to Manual will help avoid many pitfalls in award of contract works which in turn drastically cut down on arbitration and litigation suits”.

He exuded hope that the training will reinforce acquaintance with the latest amendments and help to formulate more realistic estimate, carry out contract works with effective contract administration and shall also hone project monitoring skills and quality assurance.

Secretary PWD, Ashok Kumar, Chief Engineers Atop Lego, Kuru Charu and Hage Apa were present on the occasion.

Senior SEs and faculty members from National Council for Training & Social Research, New Delhi shall imparts training to Assistant Engineers and Junior Engineers of four circles viz., Capital, Yachuli, Bobia and Daporijo in the first phase.
