Chief Minister’s Dashboard will become functional within six-months

The much anticipated and eagerly awaited Chief Minister’s Dashboard will get functional in a six-month’s time if everything goes according to scheduled plan. A Memorandum of Understanding was signed today for its implementation between the State Department of Information Technology and Communications and Ernst & Young (EY), a consultant company, in presence of Chief Minister Pema Khandu, Chief Secretary Satya Gopal and other officials here.

Director, IT & C, Neelam Yapin Tana signed the MoU on behalf of the state government while EY was represented by its Engagement Partner Prakash Jayaram. EY is a multinational professional services firm headquartered in London, England. EY is one of the largest professional services firms in the world and is one of the ‘Big Four’ accounting firms.

EY’s Core Delivery Team headed by Programme Manager Nimish Gupta will work with the government and the NIC to give a concrete shape to the Dashboard and make it functional. Gupta and his team will be stationed in Itanagar for the working period of six months and then for another one year after its launch scheduled by April 30, 2018.

Congratulating the IT department, especially its Secretary Sonam Chombay, Special Secretary Prince Dhawan and Director Neelam Yapin Tana, the Chief Minister termed the milestone as another giant step towards Digital Arunachal Mission.

The Chief Minister visibly expressed satisfaction that the initiative was at last taking shape, which will be a game-changer in the history of Arunachal Pradesh in context of governance. In fact, Khandu personally has been time and again pushing the department for implementation of the project.

“This Dashboard is an initiative to monitor Key Performance Indicators (KPI) of various departments online through a single-fit window. It will bring in transparency and better accountability which will enable effective decision making in quicker time period. It will account for true reflections – what is shown and what is actually happening. This will fast track development and help us immensely to define ourselves as one of the fast-developing states in the country,” he pointed.

Expressing optimism that the Dashboard will build a mechanism to trace the reasons for delay of projects, Khandu suggested it should also display real-time information on the status of various projects and give a quick and graphical representation of the organizational data that would facilitate quick decisions at all levels.

“This new initiative will aid in performance measurement and provide updates on status and challenges of ongoing projects. This will be a path breaking initiative in governance as everything will be in public domain,” he added.

The new Dashboard will be an automated centralized web based application for the state government to aid the process of monitoring and execution of all centrally sponsored schemes as well as state government flagship programmes. Performance status of each department in their concerned schemes and projects will be updated constantly from every district that will enable the highest offices of the state government to monitor and facilitate timely execution.

To begin with, the Chief Minister suggested taking in few select departments that are implementing important flagship programs of the central and state governments. Later, each and every department can be incorporated in the dashboard and also be opened to public.
