Arunachal: Rebia inspects Silting problem of Ranganadi in downstream

Nabam Rebia directed NEEPCO authority to immediately work out mechanism impact on silting problem.

Minister Environment & Forest, Nabam Rebia today visited the river site of Ranganadi in Papum Pare and Lower Subansiri following media report on silting problem in the downstream side of the NEEPCO project. The problem of silting was first noticed by the local people living in the downstream of the 405 NEEPCO Hydro power project at Yazali.

Rebia alognwith  Principal secretary and Principal Chief Conservator of Forest (PCCF)  Pu Lal Ram Thanga, other officer from Environment & Forest, Lower Subansiri Deputy Commissioner Chukhu Takar, Yachuli ADC JT Obi, Kimin SDO Leekha Teji, CO Khoda Rakhi and other officer of state government inspected the impact after the NEEPCO project shut down and released the volume of water.

They interacted with the local people at the downstream at Kimin, Komosaki, Hawacamp and Lichi etc assured them of government support for their serious concern and apprehension of flood in summer due to deposition of huge mud and silt on either side of bank of river.

Rebia while chairing a meeting with the NEEPCO officer led by HOP and General Manager Paresh Chandra Barman, Rebia showed his serious concern on the imbalance and downstream impact after shutdown of the project and release of muddy water which have completely destroyed the aquatic life while the water is unfit  for any purpose.

Rebia said that every impact of the project are found in downstream and the CSR scheme should have been given for several remedial measures and precautionary measures should have been taken before releasing of huge volume of silt and muddy water like safety of aquatic and other life etc.

Rebia also show his concern as to why the NEEPCO did not prepare short and long term plan for survival of aquatic life and others after measures on the either side of bank of river in downstream.

He directed HOP immediately to inform the problem to highest authority and competent authority of NEEPCO be called before Feb 20 for a resolution to the ongoing problems and a mechanism and strategy need to be find out.

PCCF Thanga while said that such act of NEEPCO without taking precautionary measure is not excepted. At least there are several precautionary measures which need to be taken care off for the welfare of the people living in the downstream.

He said that the water level in the downstream have gone down and there have been severe impact.

HOP Barman said that we have open the gate of river on Feb 9 at 3.15 PM for maintenance, he inform that maximum fish were caught in the reservoirs itself. River water have reached to bottom but muddy water is being accompanied the running water.  Few remaining fish might have died and found in the downstream.

We are looking for dumping ground in downstream so that the river will be safe for which a committee have constituted under the chairmanship of Papum Pare Deputy Commissioner and a report have been submitted by SDO Kimin however there are few ownership and other issue which need to be resolved.

Barman said it was necessary for the maintenance of the project and is a routine work and if it is not done after few years it would be dangerous for the project

Downstream committee President Bamang Tare inform that we have not places any new demand but we are stick to our old demand since 2006, only one point demand have been shorted out like investment of CSR in downstream.

He said that after opening of all gates of the project during the summer there have been apprehension of flood and several accident have been reported in past. Due to high volume siltation deposition in downstream and it is around 2 metre, this is not water siltation but like a cement and it would remain intact like a stone and in summer it is apprehension of flood in Kimin area. All aquatic life is finished and water is not fit for any use. He added.
