Arunachal:  Pario’s allegation is surprising and unfortunate- Felix

Arunachal Pradesh Government spokesperson and Minister PHE & WS Bamang Felix today termed the allegation of opposition leader Takam Pario is surprising and unfortunate.

Felix said that leader of opposition is raising issue of the schemes for development is unfortunate, he should have ask and insist for proper use of the fund. It is good that fund have been given to all district which would be implemented.

He said that this year budget 2018-19 is landmark budget for the state which would act as roadmap for next five year. many new schemes have been launched focusing on core sector like rural farm economy, education, health, skill, employment, infrastructure, law and order, entrepreneurship, gender empowerment, Tourism and culture.

Key principles of resource mapping and economic development were kept in mind while preparing the budget. Many new schemes  and governance reform have been announced in the budget.

He said that budget session completed on March 16 and on March 17 there was a marathon discussion of commissioners and secretary of state on framing policy and programmes and accordingly a meeting was held under the Chairmanship of Chief Secretary wherein 25 separate committee have been formed to frame the modalities and guidelines for speedy and effective implementation of schemes.

More than 2700 crore have been announced during the budget for different schemes and to implement those schemes a committees have been formed, each committee have been directed to frame the schemes and guideline by April 30 and the notification of the said schemes will be done by May 10 so that fund can flow to the district and department timely.

To avoid wasteful expenditure under SADA clear-cut timelines have also been set for consolation and notification it have been decided more than 70 % of the expenditure of SADA  will be on core issue. This year all the SADA schemes will be notified  by May 10 2018.

Apart of that proposals from SIDF schemes have been decentralised and the schemes should be forwarded  by the Deputy Commissioner through District Planning Board in consultation of concerned MLA. Once the schemes are notified by August 2018 so that the works start during the working season.

When asked about the implementation of scheme in the current financial year Spokesmen and PS Tourism PD Sona said that as per physical achievement and progress, the scheme is kept for social scrutiny for public all the scheme lying in website which anyone can see. The untied schemes and fund will not be lapse and payment will be made based on achievement and progress.

The selection of the schema was done in transparent way. The fund will not be finished by March 18 but it will be carried forward, moreover only 10 % budgetary support have been given this year and the fund will go beyond March and work may be carried in May and June for expenditure.

When asked about unequal distribution Sona said that fund are allocated on the schemes selected on need based recommended by the district. In case of Namsai he said that Namsai and Yachuli have received major chunk of fund as Namsai being the divisional commissioner East received under Untied scheme while Yachuli also being Divisional Commissioner West received 15 crore under SADA. Equal distribution of fund is not possible as the schemes/proposal prepared on need based are recommended by district.

Felix however said that the budget of FY 2018-19 is a pro people budget.
