17th session of sixth Arunachal Pradesh Legislative Assembly begins

The seventeenth session of sixth Arunachal Pradesh Legislative Assembly began today. The House paid homage and condoled the martyrs of Pulwama.

Brigadier (Dr). B.D. Mishra (Retd.), Governor of Arunachal Pradesh, in his address to the House said that Prime Minister, Narendra Modi has special fondness for Arunachal and call it India’s pride and gateway and wants to fast track the development of the state. The govt. has made transformations in system and structural changes for development.

Corruption has been checked to a large extent with zero tolerance. Law and order and development are improving. Pema Khandu, Chief Minister, of Arunachal Pradesh and his Team Arunachal is following the motto Sab ka Sath Sabka Vikash and Antyodaya.

Path breaking reform in Recruitment and procurement have been introduced. These will prevent corruption. Regular Cabinet meetings are being held. New districts have been created for effective governance and in public interest, informed the Governor.

Administrative and planning decentralisation is being implemented by empowering the DCs in the districts. The Gaon Burah institution is also being strengthen.

Accountability and efficient delivery of public services are ensured through various IT based platforms. Payments of central and state schemes are made by DBT mode. The govt. is trying for e-governance for interaction and citizen redressal.

The govt has also taken up various steps for the welfare of its employees.  Tough location allowances, employees welfare fund, enhancement of wages for contingency workers etc. are some of them,he informed.

Through Arunachal Rising campaign , information regarding various central and state flagship programmes are being disseminated to the grassroot level. Sarkar Aap Ke Dwar is getting overwhelming response.

Many bold and dynamic policies in the field of education, health etc. has been initiated for their improvement. TRIMS has has become functional.
Involvement  if youths and benefits for differently are also being taken care of. Various welfare schemes for girl child, women etc. are being introduced, said the Governor.

Preservation of culture and tradition, welfare of religious minority are also being taken care of. Agriculture and its allied sectors are important sectors , so road maps are being drawn for their rapid growth.

Tapping of hydro electric projects and comprehensive transmission and distribution will provide improved quality of power which help in the growth of industry and tourism. Various means to exploit mines and minerals are also initiated by the govt. Tourism sector is on rise and gaining popularity. Various initiatives are are carried out for promotion of tourism specially Eco tourism.
Youths are being equipped with various trade knowledge for their employable.

Various roads and bridges has improved road connectivity. Under this govt there will be acceleration in these sectors. The PM has recently laid foundations and also inaugurated many projects which will make the state to surge ahead in the path of development.

Itanagar and Pasighat will substantially improve quality of urban life while smart village create ideal villages for all purposes.

The govt is committed to provide water supply to the remotest villages and fund for the projects are being provided.

Various facilities and infrastructural support for development of games and sports have been initiated. The  youngsters of the state have brought laurels to the state by their  achievements in various fields.

Pressing problems in the police department like promotional stagnation have been addressed to and for improvement of security scenario especially insurgency affected areas, many foundation stone for police stations have been laid. Many new police stations have been made functional in the new districts.

Security of women is one the most important aspect where the govt has introduced law for their safety and security. Women police station at Seppa has also been made functional, informed the Governor.

Secretary AP(LA) laid the following papers on the Table of the Hose :-

1. The Arunachal Pradesh Goods and Services Tax (Amendment) Ordinance, 2018
2. The Arunachal Pradesh Lokayukta (Amendment) Ordinance,2018.
3.The Arunachal Pradesh Rights of Persons with Diasablity Rules, 2018.

The Secy. LA also laid following bills on the Table of the House as  passed by the Sixth Legislative Assembly and assented to by the Honourable Governor of Arunachal Pradesh.

1. The Arunachal Pradesh State Road Regulation and Development Bill, 2015
2. The Arunachal Pradesh Private Education Institutions (Regulatory Commission) Bill,2017.
3. The Arunachal Pradesh Agriculture Produce and Livestock Marketing (Promotion and Facilitation) Bill, 2017.
4. The Arunachal Pradesh ( Reorganisation of Districts)(Amendment) Bill,2017.
5. The Arunachal Pradesh Speaker and Deputy Speaker Salaries and Allowances ( Amendment ) Bill, 2017.
6. The Arunachal Pradesh Salaries, Allowances of the Ministers(Amendment) Bill,2017.
7. The Arunachal Pradesh Salaries, Allowances and Pension of Members of Legislative Assembly(Amendment) Bill, 2017.
8. The Arunachal Pradesh Re organisation of Districts (Amendment) Bill,2018
9. The Indian Stamp Act,1899 ( Acy no. 2 of 1899)( in its application to the State of ( Arunachal Pradesh) (Amendment) Bill, 2018.
10. The Arunachal Pradesh Staff Selection Board Bill,2018.

The Honourable Speaker TN Thongdok announced the Panel of Chairmen.

Bamang Felix, Minister of Parliamentary Affairs presented and moved the motion “That this House agrees with the 15th Report of the Business Advisory Committee presented to the House by the Speaker”

Paknga Bage, Member of Committee on Public Undertakings presented the 4th report of the Committee.

Kumar Waii, Minister of Home moved and introduced the Arunachal Pradesh Lokayukta (Amendment) Bill,2019.

Jarkar Gamlin, Minister of Tax and Excise moved and introduced The Arunachal Pradesh Goods and Service Tax (Amendment) Bill,2019

Kumar Waii , Minister of Town Planning and ULB moved and introduced The Arunachal Pradesh Municipal corporation Bill,2019

Honchun Ngandam, Minister of Education , moved and introduced The Arunachal Pradesh State Higher Education Bill, 2019.

Chowna Mein, Deputy Chief Minister, presented the Supplementary Demands for Grants for the year 2018-19.

The DCM also presented the Vote of Account for the year 2019-20(4 months from 1st April 2019 to 31st July 2019).

He also presented the Reports of the CAG of India on ( Social, Economic, General Revenue and Economics (PSUs) for the year ended  March,2017( Report No.2). The Epitome of CAG’s Reports on Government of Arunachal Pradesh for the year ended March,2017 was also presented by the DCM.

  1. Under this bjp lead govt, prc issue came in as a fire, burn down our reserved rights., played with the emotions of the public.
    No non Apst is a genuine enough to get prc. Therefore please drop the idea of issuing prc to non Apsts of Arunachal Pradesh.
