workshop and seminar on capacity building and training of SLTC & CLTC

The department of UD & Housing has conducted 2 days State Level Capacity training programme on 7th and 8th August 2017 to impart training to the newly recruited State Level Technical Cell (SLTC) and City Level Technical Cell (CLTC) under Pradhan Mantri Awas Yojana- Housing for All (Urban) in collaboration with the Ministry of Housing and Urban Affairs, Govt. of India.

Chief engineer-cum-Director, UD & Housing Taba Tedir, briefed the objectives of the training & capacity programme and asked the entire participants to take the opportunity and learn from the resource persons in detail about the guidelines, implementation process of PMAY-HFA.

Also, he told the entire participants to go back in their respective cluster and work dedicatedly for effective implementation of PMAY-HFA in the state. The training programme included practical session and interactive session between SLTC, CLTC and resource persons for getting more exposure on the PMAY-HFA.

Tedir informed that, already 7 numbers of DPR for Bomdila, Ziro, Pasighat, Basar, Boleng, Namsai and Koloriang had been submitted to Ministry and already DPR for Bomdila had been sanctioned and 40% of the total amount released. The demand survey was conducted by the consultant MS. Stesalite system and total surveyed dwelling units of the state is 13871 for 29 towns.

The rest of the DPRs of other towns shall be submitted to the Ministry by March 2018.

Lead Engineer, Ministry of Housing & Urban Affairs, GoI, New Delhi  Sarat Bharkakati  spoke on DPR preparation, DPR Implementation and Technology Sub-Mission. Lead Urban Planner Dr. Khatibullah Sheikh elaborated on preparation of Housing for All Plan of Action (HFAPoA), Annual Implementation Plan and project management.

Deputy Director, SIRD Dr. K. Sahoo, presented a power point presentation on Social Audit and the procedure to carry out Social Audit.  RGU Assistant Professor Moji Riba  spoke about efficient Information, Education and Communication strategies to create mass awareness.

Hudco Assistant General Manager, Ar. Kijum Jini highlighted the features of Credit Linked Subsidy Scheme under PMAY-HFA (U) and shared his field experiences from various North-eastern states like Nagaland, Mizoram etc while SMIS Expert, SLTC Laya Lombi, , demonstrated live registration of beneficiaries on the PMAY MIS portal to the participants.

Er. Sharat  Barkakati and Dr. Katibullah Sheikh, Project Management Unit, New Delhi briefed the trainees on preparing DPR, Housing for All Plan of Action (HFAPoA),Implementation Plan, Project Management and Demand Survey were discussed in detail during the session.

The department of Urban Development & Housing is the State Nodal Department for Implementing Pradhan Mantri Awas Yojana-Housing for All (Urban) for 33 towns in Arunachal Pradesh.

For implementation of PMAY-HFA, State Level Technical Cell (SLTC) with the following Expert such as urban/Town Planner, municipal civil engineer, MIS Expert, Social development Expert and IEC expert in the state level and city level technical cell with the following experts such as urban/Town Planner, municipal civil Engineer, MIS Expert and social development expert are posted in ten cluster to cover all 33 urban towns with 5 State Level Technical Cell experts and 37 City Level Technical Cell Experts.

Joint Director and State Level Nodal Officer, PMAY-HFA (U) Marcony Potom,  Deputy Director (Urban Planning) Nixon Lego,  Gomo kamdak, Peyom Jini, Laya Lombi, Jumi Ringu  Jummo Potom among others also address the gathering and presented their views and suggestion and enquirey.
