The fifth BJP State Executive Meeting got underway today here at Kalawangpo Hall attended by state BJP legislators, party officials and members.

The 2-day meeting began with the lighting of lamp by Chief Minister Pema Khandu and State BJP President Tapir Gao including cabinet ministers to honour the BJP party ideologues Shyama Prasad Mukherji and Pandit Deen Dayal Upadhyaya.

This was followed by singing of ‘Vande Mataram’ and observing of two-minute silence to pay homage to former Health Minister late Jomde Kena.

Tawang- Fifth BJP State Executive Meeting begins Tourism Parliamentary Secretary, PD Sona in his speech spoke on the achievement of Pema Khandu government. Stating that financial management is key to development, he said the state government within a single financial year brought down the financial liability of Rs 4000 crore acquired from previous governments to less then Rs 1000 crore.

To check the mismanagement of working system, Parliamentary Secretary said the state government has done away with the March ending system and introduced the composite file approval system. With such system in place, he said there would be no more March ending rush and no more multiple approvals for file clearance.

Sona said the state government is also working to reform government delivery system with the introduction of direct benefit transfer. On financial reforms, the state government has been able to achieve financial discipline, which is visible through increase in revenue generation. The revenue collection this year during the pre-GST implementation period has seen increase of 51.08%. Similarly the revenue collection in entry tax and excise has increased to 18.25% and 20.45%. The transport department that used to see fall in revenue has seen increase of revenue to 108% this year, said Sona.

Transparency and accountability is the main thrust area of the present government, he said adding that Arunachal today has become the pioneer in implementation of digital India in mission mode. He said the government has introduced CM dashboard, ecabinet, eoffice and eILP. He also said this year’s budget reflects a true people’s budget, which was prepared with inputs from the people. The entire budget presentation is available on the public domain, which shows the state government’s commitment towards transparency, said Sona.

The state government is also giving importance to quick decision making so that development is not hampered. So far state government has held 14 cabinet sittings with 265 decisions taken on which action taken accounts to 51 and action on progress 174, he informed. He said due to regular cabinet sittings, the state government has been able to create more than 4000 government jobs.

Besides focus on youth empowerment, the state government is also focused on farmer’s welfare. To do away with the exploitation by middlemen, the Parliamentary Secretary informed that the state government has opened auction centres at Kimin and Namsai. Also it has signed MoU with Spice Board for purchase of agriculture produce. Sona further said the state government has also started organic agriculture mission and has placed Rs 2 crore for the purpose.

To discourage poppy cultivation in eastern Arunachal, he informed that state government has allocated Rs 20 crore to encourage famers to grow alternate crops. To fight drug menace, de-addiction centre has been opened at Namsai, Pasighat, Tezu and Papumpare.

On health sector, the Parliamentary Secretary informed that CM’s free chemotherapy scheme has been launched and a MoU has been signed with Tata Memorial Hospital for assistance in cancer treatment. He informed that state government will soon re-launch the revamped CM insurance health scheme.

On tourism sector, Sona informed that state government has launched the integrated media campaign to promote Arunachal as potential tourism area. He said the state government is aggressively taking up the soft campaign to increase state’s visibility in tourism world map.

Earlier Art and Culture Minister Dr Mohesh Chai moved the political resolution, which was seconded by RWD Parliamentary Secretary Jambey Tashi.
