Potom carried out eviction drive in Housing Complex

Chief Estate Officer  (CEO) cum Additional District Magistrate (ADM) Talo Potom carried out eviction drive of unauthorised occupants at the premises of Housing complex of Urban Development at Jullang  today.

The eviction was carried out at the Housing complex constructed by Urban Development in the year back in 2009-13 onwards and on being completion the department failed to allot the premises to the beneficiaries to the BPL families/Urban Poors/Safai Karamchari for which it was allotted the reason best know to the UD department.

The infrastructure was created by UD department sanctioned by the Ministry of Housing and Poverty Alleviation, Government of India, New Delhi under JnNURM-2007 scheme. The scheme was sanctioned for construction at Papu Nallah in Naharlagun but it was constructed at Jullang with 100 dwelling units at an area of 13000 sq mtrs of land as reveals by the documents available with this reporter .

As per documents available show that the before the department could selected beneficireries through advertisement or selection process the premises was occupied by individuals  belongs to  below poverty without information and become illegal occupants since then.

CEO cum ADM Talo Potom while talking to reporters at the site said that the court of CEO issued notice on 22 July 2014 for eviction in 7 days, the site was verified on 30th July 14 to assertion the position and again so cause notice was issued on 31st July 14 for hearing on August 11 2014 in his court and on 11th August his court directed them to apply for allotment for the rooms with proper documents within 7 days and possess valid documents failing eviction will be carried out.

But the Urban Development department lodge complaint (FIR) for destroying and damaging of the properties, meantime the application of the beneficiaries were rejected by the department, and the matter was again brought to the court for eviction in September 14 and the case was heard at DC Court in April 15 and his court also Potom said.

Potom said that due to delay in advertisement by the department on the basis of the guidelines and the appellate court issue direction to the department to get evicted by the Estate Officer in January 2016 stating “in this case all the occupants of the said shelter for urban poor who have entered without any selection procedure or allotment order issued by the nodal department are illegal occupants occupying the public premises without authority, hence liable to be evicted”. Potom said

However they were sufficient time to get their allotment order from the authority and in vain an information was issued for eviction on July 12 2017 and subsequently notice for eviction was issued on August 1. The occupants earlier were resisting but on his request to obey the law and they are obeying and almost all the premise is evicted and the premise is being handed over to the Urban Development department at their disposal Potom said.

When asked why eviction not done in a year, Potom said the eviction order passed by his court was pending in the appellate authority and recently it come to know about and eviction is being done today.

When asked about the short time given for eviction, Potom said that sufficient time was given as eviction order was passed in year 2014 and pending till 2016 was known to all concern.

On the other hand the victims were crying for more time for eviction and was very much concern for the delay in getting their allotment order for occupation of the premises by the Urban Development. One of the leader Tame Tara Tarh said that it is very unfortunate that the government without considering our plea and evicting us.

We have submitted documents much earlier and even twice last year, we were expecting our allotment from the Urban Development as all occupants belongs to poor and economically back ward family and some of them are pursuing their education while many are having small baby where will they go in this stage. It is monsoon time and evicting in such a situation have make the 100 family and more than 500 members become homeless.

The BJP government led by young Chief Minister should give us immediate accommodation as we have no accommodation in capital complex and even we cannot search or locate for rent house with all household belongings Tame said.

We are law abiding citizens and we have also obey the law and government and appeal the government to help them in such casual situation
