Itanagar: SSA teachers begins 3 days Dharna

More than five thousand Samgra Shiksha Abhiyaan (SSA) Teachers staged Dharna t against non- fulfilling  of their demand for regularisation of all SSA teachers in a phase-wise manner at Tennis Court, Itanagar on Wednesday.

The dharna was organised under the banner of Central Body of All Arunachal Samgra Shiksha Abhiyaan Teachers Association (CB-AASSATA) and will be continue  up to August 10.

The association is  demanding implementation of the recommendation made by five member committee constituted  on March 2 to regularize all SSA in phase wise.

Addressing the gathering, General Secretary (GS), Techi Bollo said “our duty is to impart education to our pupils but today we failed them just because the government could not come out with ‘One Time Solution’ to our long pending demand.

Talking to media Techi  said ” state Government itself quashed the signed SSA teacher contract agreement by amending the 2009 cabinet decision to regularized SSA in-service teachers into the Director of Elementary education with a ratio of 85 per cent of Primary Teacher (PRT) and 25 per cent Trained Graduate Teacher (TGT) for PRT,”.

He said that ” only 696 teachers regularized till today and rest  still yet to regularized  even after providing  final report submitted by  five  member committee for technical clearance as earlier sought by State Government”.

Techi rued that their repeated plea for regularization of jobs went unheard despite conduct of three Cabinet meetings on the same issue.

“If our demands are not fulfil this time,  then we will go for indefinite non-cooperation movement on 16 August next.” Techi cautioned the state government.

While addressing the media AASSATA (ISSE) (CB-AASSATA) President Tarak  Agung Tarh said that on 26th March 2018 a 5-member committee was constituted headed by Secretary Education for framing of modalities for SSA teacher’s regularisation.  As per budget speech  a 5-members committee had submitted the report to Govt. on 27th of April 2018. to our utter surprise that other subject constitutes in same committee had been approved in state cabinet sitting after budget speech but our agenda for regularisation of SSA teachers remain untouched even after sort our of technical clearances’ from said committee.

And here we would like to mention about few SSA teacher’s apprehensions, that SSA teachers are loyal in building human resource development (Character) with meagre consolidated (fixed) salary but never compromised our duty inspite of several hurdles. At present most of the teachers have crossed age above 40 years and no possibility for absorb other jobs.

He said that more than 3000 school are functionless due to the ongoing democratic movement and appeal the parents to bear with the inconvenience to them and their ward but their demand are at the same time genuine and are suffering since 2003 and they too are for the development of education sector and promotion of education value to the wards. They have no any intention to let the children suffer in such way.

Meanwhile while talking to Arunachal24  Minister Education and Library Honchun Ngandam said that the demand for regularisation of SSA teachers have come up from 2003 and 2008/9  to till date. State government led by Chief Minister is very serious and very sympathetic. Government want to do something. For having regularisation there need a formalities and modalities and recruitment system/policy. We want to help them which need time and they need to have patience. The process is delayed as the process goes through from various department  Administrative department/planning department and others.

Ngandam said the demand of the contractual teachers are genuine. They are teaching the children of our state for more than 10 years and state government is serious on the issue. The committee constituted for the purpose is also under process and we are planning to discuss the issue in the next cabinet sitting on August 10.

Government have never denied and rejected their memorandum, resolution and appeal and  the we are doing our job. The regularisation would not be possible in one go but will take time and hope that the process would doo good for them. He said at the same they should not go for such democratic movement as it would affect the classes of thousands of students and hundreds of school would be functionless. I have personally meet the delegation of the teamers several times and recently and have requested them not to go for dharna and all. He further appeal not to take such part which would affect the students and general public of the state in view of the education scenario of the state.
