Chowna Mein reviews progress of Centrally Sponsored Schemes

Deputy Chief Minister, Chowna Mein while reviewing the progress of Centrally Sponsored Schemes (CSS) of various departments in the State called for timely and quality implementation of the CSS that was held in the office of State Planning Department today.

He asked the heads of the executing agencies to improve the performance of CSS saying that the plan size of the next year will depend on the performance of this year. He urged them to take it seriously and to submit the UCs at the earliest as the release of next instalment would be based on the furnished UC of the penultimate (last to last) instalment.

He asked the commissioners, secretaries and senior officers present in the meeting to come forward with new ideas and expertise and to suggest innovative, developmental and result oriented projects that can be incorporated in policy making.

He also suggested that instead of providing fund in fish meals,  we must adopt large scale projects in agriculture and allied sectors such as horticulture, vatenary, fishery etc as a model projects. He stated that districts located in the foot hills area of the state have huge irrigation potentials and good productivity of various agriculture and horcitulture crops. Such 2-3 districts of the foothills should be selected and developed as a model projects and if found successful, it can be replicated in other districts too in phase wise manner.  He also opined to outsource the defunct fishery farms of the department to the unemployed youths, so that it can be used beneficially by capable youths instead of keeping it untilised.

He cited the examples of Gujarat and how the Gujarat Govt with their proper plan, policies and implementation have developed Gujarat in to one of the agriculturally advanced state of the country.

Zingnu Namchoom, Parliamentary Secretary for Planning also participated in the review meeting.

Joram Beda, Secretary Planning updated the latest positions on the performance and submission of UCs by various departments through power point presentation. He informed that the NITI Aayog, Govt of India have rationalized the exisitng 66 Centrally Sponsored Schemes  into 28 Umbrella Schemes. Out of which, 6 schemes have been categorized as the Core of the Core schemes, 20 schemes as Core Schemes and remaining two as Optional schemes.   Core Schemes will have compulsory participation by the States whereas participation amongst the Optional Schemes would be by choice, he informed.

Commissioners, Secretaries and Directors of various departments highlighted the progress of various CSS through power point presentations in the meeting.
