Bill on Arunachal ST List approved by Union cabinet

The Union Cabinet chaired by PM Modi on Wednesday approved the Bill to modify the list of Scheduled Tribes ( ST )  of Arunachal Pradesh .

The Union Cabinet chaired by Prime Minister Narendra Modi on Wednesday approved the introduction of a Bill to modify the list of Scheduled Tribes ( ST )  of Arunachal Pradesh .

“The Cabinet, has approved the introduction of the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2018, in Parliament for certain amendments in the Constitution (Scheduled Tribes) Order, 1950, so as to modify the list of Scheduled Tribes of Arunachal Pradesh,” an official statement read.

The Bill proposes deletion of the Abor tribe from the State’s ST list “as it is the same as Adi” tribe. As there is no tribe called “Khampti”, the Bill replaces it with “Tai Khamti” on the list.

It seeks inclusion of ‘Nocte’, ‘Tangsa’, ‘Tutsa’, ‘Wancho’ in lieu of ‘Any Naga Tribes’, deletion of ‘Abor’, replacing Tai Khamti in place of Khampti, inclusion of ‘Mishmi-Kaman’ (Miju Mishmi), ‘Idu’ (Mishmi) and Taraon (Digaru Mishmi), and inclusion of Monpa, Memba, Sartang, Sajolong (Miji) in lieu of Momba.

The Arunachal Pradesh Government has sent a proposal to amend the list of scheduled tribes of the state to the centre to do away with the category ‘any Naga’ tribe and replace it with the names of the tribes- Nocte, Tangsa, Tutsa and Wancho.

The National Commission for Scheduled Tribes (NCST) issued a no-objection certificate to the Centre, paving way for the bill.

It must be mention here that Member of Parliament Ninong Ering had written to the Union tribal affairs minister with a request of early inclusion of Yobin, Nocte, Tutsa, Tangsa and Wancho tribes in the list. Ering also introduced a private members’ bill in the Lok Sabha in this regard.
