Arunachal: YAM alleges mismanagement in tender awarding under PMGSY, demands CBI probe

The YAM alleged that Kholie violated the Standard Bid Documents of PMGSY, the guidelines in the Operations Manual of PMGSY and the advisory of the Ministry of Rural Development GOI.

The Young Arunachal Movement (YAM) has alleged an IAS officer Kapa Kholie, Secretary RWD, Govt of Arunachal Pradesh of not following proper tendering process in awarding Pradhan Mantri Gram Sadak Yojna (PMGSY) project works. They claimed that works are being awarded violating several norms of CPWD manual and has sought a CBI probe.

Addressing a press conference here at Arunachal Press Club, YAM Chairman Tarh Hari alleged that there are many anomalies in awarding the works of the PMGYS projects and accused Kholie of using pick and choose method in awarding the works.

It is to mention that tenders were floated for 268 roads and 90 bridges under PMGYS projects in January while technical bid and financial bids were open in February and March respectively as per information.

The YAM alleged that Kholie violated the Standard Bid Documents of PMGSY, the guidelines in the Operations Manual of PMGSY and the advisory of the Ministry of Rural Development GOI.

They claimed that they had sought detailed information through RTI regarding the tenders for all the 358 PMGSY projects but till today the Chief Engineer, PMGSY has been able to provide information for 197 projects only.

The Secretary who is also the Arunachal Rural Road Development Authority (ARRDA) and Financial Bid Evaluation Committee (FBEC) awarded the works without following CPWD manual to several contractor which is against the justification as per justification amount. And the system and operation is being violated in order to give undue advantage profit to few firms or undue advantage to other bidders, Hari further alleged.

Alleging of anomalies in the tendering process, the YAM has also sought for removing Kapa Kholie from the posts of Secretary RWD and CEO ARRDA immediately. They have further sought for putting the services of Kapa Kholie, CE (W/Z) RWD Taking Welly, CE (E/Z). Kago Tabio and SFAO RWD S. Bhomik under suspension for free and fair enquiry.

When contacted and enquired about the allegation, Kapa Kholie, Secretary RWD, Govt of Arunachal Pradesh, said that all the procedure were followed in tendering under the PMGYS projects and sought not to give more clarification stating that the case is in sub judice.

He said that the 261 packages were floated for tendering for 358 PMGSY projects and works have started in many areas.

He said that one aggrieved firm has filed a case in court and the YAM has submitted a complaint to the State Government. “The inquiry has been endorsed to Vigilance Department,” he added.

“I will only say that all the procedures were followed since the matter is in sub judice. I will wait for the decision of the Honorable court,” he added.
