NAMSAI- FCI become online in Namsai

Food Corporation of India  in a significant order clears hurdles of lifting of PDS commodities by inception of online release order process for Namsai district which is the first ever in this land lock Himalayan state. The new system has been started from this month. Earlier the whole sale PDS nominee had to submit the cost price by draft at FCI at Banderduwa to obtain RO which was a time consuming process and delaying in delivery of PDS items to the beneficiaries of the district. The present system will facilitate the whole sale nominee to obtain release order of food grains from FCI without any delay. In the recent past Deputy Commissioner, Namsai  R.K.Sharma had requested   the  CMD , FCI during his visit to Namsai to introduce online RO system in the greater interest of public service. Expressing his satisfaction over the positive perspective of the FCI authority Sharma said henceforth both whole sale nominee and consumers will be benefited with food grains in right time.

ITANAGAR-  Autonomous Puroik Welfare Board

 In pursuance to the assurance given in the speech of the Hon’ble Governor of Arunachal Pradesh in the Legislative Assembly an Autonomous Puroik Welfare Board is being constituted to work for the welfare of the Puroik Community under the Chairmanship of the Principal Secretary (Coordination), Govt. of Arunachal Pradesh. The other Members shall be Biki Seji – Vice Chairman,  Sari Changriang, Seji Kale, Smti Mesam Soja, Takia Soja and Tagu Sariu as nominees of Puroik Community, Secretaries of the Deptts of SJETA, Rural Development, Labour & Employment, Director SJETA and two members from the Financial Institutions to be nominated by the HCM. The Board will study the socio-economic conditions of the Puroik community and ensure that all schemes of Central and State Government reach them and make specific recommendations to the State Government through Nodal Department, the Social Justice & Empowerment and Tribal Affairs, to achieve their all round development and bring them into the mainstream of the society like other tribal people of the state.

Arunachal- State News in Brief, 6th May 2017ITANAGAR-  AAPSU protest March 

 The All Arunachal Pradesh Students’ Union (AAPSU) on Friday took out a protest rally against both central and state governments claiming that Arunachal is being ignored by the centre repeatedly in all fronts including educational institutions. Hundreds of students from various district students’ union of AAPSU and the colleges nearby Itanagar including representatives from North East Regional Institute of Science and Technology (NERIST), National Institute of Technology (NIT) and Don Bosco College Jollang and Rajiv Gandhi University (RGU) Rono Hills participated in protest march shouting slogan against the central government for being indifferent to Arunachal Pradesh. The AAPSU demanded immediate appointment of regular Directors of both NERIST and NIT, appointment of regular Governor, renovation of road from Bage Tinali to RGU and renaming of Rajiv Gandhi University (RGU) and status quo of engineering wings in non-work departments like Sports and Youth Affairs and Tourism. Addressing the people AAPSU President Hawa Bagang exhorts, “China is claiming Arunachal and renamed six places, but sadly we have no Governor at this critical juncture” adding that such attitude by the centre is highly questionable.

YINGKIONG- Solar Lamp Distributed

With an objective to light up non-electrified villages under Project Jyoti, a Mumbai based NGO namely Eco-Solutions has sponsored solar lamps for all the 16 non-electrified villages under Upper Siang District through Mahar Regiment of Indian Army. As part of the project, Upper Siang Deputy Commissioner Remo Kamki distributed solar lamps to 67 household of Janbo village on Thursday in presence of Col. Vidhur Sharma, Commandant, 3-Mahar Regiment, Tuting, PRI members and GBs. Each household was provided three lamps.
Solar lamps to the remaining villages, including Peki Modi, will be distributed in the next phases.

PASIGHAT-  Swachchta Drive Cum Felicitation

The Sanitation Wing holds the highest public importance and is backbone of the Pasighat Municipal Council (PMC), stated the Chief Councilor Kaling Doruk while attending the “Fortnightly Swachchta Drive cum Felicitation program”, here today at the PMC conference hall.  Doruk said, sanitary staffs attend /redress complaints of general public of the densely populated city like Pasighat every day with limited resources and ensure clean, hygienic and pollution free environment to the general public. He mentioned about the significance of cleanliness and observing the said drive and praised the untiring efforts of MEO A. Koyu, councilors, officers and staffs for successfully observing the drive under Swachch Bharat Mission (SBM). PMC would carry-out various cleanliness and sensitization programs in the township and reach out to the common citizens with the message of cleanliness and its benefits during the fortnightly drive. In order to make ‘Swachhata’ a habit and a part of our daily lives, he appealed the municipal officers and staffs to dedicate their best efforts raising public awareness on cleanliness, putting common citizens at the forefront of the drive.

ROING-  District Coordination Meeting

To review the progress of works made under various line departments the monthly coordination meeting was held here on Friday, Under the Chairman of Lower Dibang Valley Additional Deputy Commissioner, Smti Cheshta Yadav, IAS. The meeting was attended by all Head of Departments of the District.Speaking in the meeting, ADC stressed on the beautification of township areas and warned the Govt. officials not to encroach any Govt. property and said that construction of any temporary or permanent structure will not be allowed within the Govt allotted quarter areas. She also informed that district Administration will initiate eviction drive in the township areas very soon and any person found in encroachment of Govt. land will not be spare and action will be taken against the defaulters’ s per law. In the meeting she instructed all line departments for proper monitoring of all undergoing works and urged them to submit status reports on it. She also enquired on excessive power failure during last few days and directed the power department to ensure regular power supply. She also asked the status on rural electrification and progress of the works under NEC at Dambuk.

Arunachal- State News in Brief- 03 March 2017SIANG-  Mission Indradhanush

A District Task Force for immunisation (DTFI) Meeting for phase 4 and round 4 of Mission Indradhanush-cum-Coordination Meeting for Siang District Health Department organised by District Health Society was held on 5th May 2017 at Pangin under the chairmanship of Deputy Commissioner Siang District  Rahul Singh.  Stating that the objective of the meeting was to ensure 100% immunisation coverage of left out population and effect better coordination of the district Health Department, the DC in his address, urged all the participants to perform their tasks in dedicated manner to ensure healthy life for children and also to utilise this meeting as a platform to discuss common or related issues, find out amicable solutions, redress grievances of all the MO i/c and other concerned parties, review and evaluate all the activities being undertaken in the department and seek suggestions for better working of the department. He took stock of situation and congratulated PHC Riga for being awarded ‘Kayakalp’ award and for continued efficient service delivery and optimum institutional delivery rate. Not satisfied with the performance of CHC Rumgong, he directed MO i/c representative to improve institutional delivery rate by engaging with residents and winning their trust.

KHONSA-  Terrorists Apprehended

In the series of successful operations, the Khonsa Battalion of the Assam Rifles under DAO DIVISION carried out a major operation in the early hours of 05 May 2017 at Kunsa in south Arunachal Pradesh. The Battalion apprehended two hardcore terrorists of NSCN (K), self styled Lieutenant Wanphai Wangsa and self styled Copral Kekho Homku. These cadres were terrorizing people to extort money from the area and were involved in various nefarious activities. The cadres were nabbed with 9mm and 7.65mm Pistols along with ammunition. During interrogation they revealed that they were tasked to carry out extortion and plan sabotage activities against the security forces. The cadres on interrogation also revealed the details of death and cremation of two Manpuri cadres who were injured in Counter ambush on 03 Dec 16 at Nginu. This is the second apprehension of a senior cadre in last 30 days by the Khonsa Battalion. Previously self styled Lieutenant Kijen Rangshong was apprehended by the battalion on 08th Apr 17 in Laju. The apprehensions of these senior cadres are going to deliver a strong blow to the banned organization.

YUPIYA- Meeting on Disaster preparedness 

A meeting on South-West Monsoon-2017-disaster preparedness for the Papumpare District held here at DCs conference Hall, Yupia on Friday under the chairmanship of Deputy Commissioner Papumpare Tai Kaye. While addressing the gathering DC Tai Kaye highlighted on the importance of disaster preparedness and said that we must remain alert and must keep ourselves mentally and physically prepared to tackle any situations. Calling for work in team spirit during any emergency DC Tai Kaye said that more or less Papum pare District has sufficient manpower, Paramilitary forces, NDRF and Police personnel to tackle any kind of situations in the district. He further lauded the ITBP and NDRF for their constant support during any emergency call in the district. Taking serious note on lack of proper emergency resource inventories and emergency equipment DC said that Govt should provide sufficient budgetary support to procure the emergency equipments for any emergency situations. He also pointed out that Papum pare district still does not have fire fighters despite repeated correspondence with the Govt. it is yet to be materialized. Expressing concern over recurring drowning cases in Upper stream of Pare river DC instructed the DDMO to put up warning sign board in all the vulnerable points to warn the people. He also asked DDMO to maintain proper records and contact details of all nodal officers in all depts to remain prepare for any situations during monsoon. Taking note of Food and Civil Supplies preparedness for the monsoon DC also directed the DF& CSO to ensure sufficient food grains stock for the monsoon and especially for Police personnel posted at border areas and students. He also asked the District Medical Officer to maintain sufficient life saving drugs for the monsoon.

BOMDILA- Treasury Net

Adding one more feather in IT application, the district under the dynamic leadership of Dr. Sonal Swaroop, IAS, Deputy Commissioner has successfully implemented Treasury Net application, which is an in-house product of NIC, Arunachal Pradesh. The application is developed in PHP 5.2.5 as frontend and Post gresql 9.0.3 as backend software. Thus under the dynamic leadership of Dr.  Sonal Swaroop, IAS, Deputy Commissioner, the district is spearheading the state in implementation of e-Projects, which not only enables work efficiency but also saves lots of time and money of the state exchequer. Er. P.K.Thungon, DIO assisted by Mr. Amujao Phurailatapam, Scientific Officer, NIC, Itanagar gave a full presentation to DC, TO and staff of Treasury office before implementation on 24th April 2017. By implementing Treasury Net many manual errors will be stopped and hence ease the daily activities carried by district Treasury Office. Now Treasury Office, Bomdila, West Kameng District is fully computerized and fully live on Treasury Net. Treasury Net is Web based application for treasury accounting system, which will cater to the needs of finance department. Treasury accounting system consists of the payments and receipts transacted by the state treasury department on behalf of state government. The project also covers many other sub-systems operated in the treasuries apart from the main accounting system. For the purpose of compiling the accounts, treasuries also have to interact with external agencies like banks, Accountant General, Sales Tax department etc. The external system are yet to interfaces in this project.
