Arunachal; Rijiju lays foundation stone of  Debeyar Circle

Union Minister of State for Home Affairs, Kiren Rijiju laid the foundation stone of the newly created circle, Debeyar Circle at some 25 km from Seppa in East kameng District today in presence of Chowna Mein, Deputy Chief Minister of Arunachal Pradesh, Kumsi Sidesow, Parliamentary Secretary for PHE & WS, Economics & Statistics and Mama Natung, Parliamentary Secretary for RD, PR, IPR & Printing.

In his speech, Rijiju said that the area would no more remain backward with the completion of Trans-Arunachal Highway which would be completed by March this year. He said that communication bottleneck was the main hurdle in the way of development of the State, however, he stated that with the completion of Trans-Arunachal Highway the State will witness rapid pace of development in days to come. He further said that the Circle Office will serve as a centre of development of the area which will cater to the needs of 7 villages.

Responding to the 12 points memorandum submitted by the local legislator Mama Natung on the occasion, he said to meet their demands in phase wise manner by 2019. Acknowledging the contribution of R K Mission School in imparting quality education to the people of the State, he opined that the establishment of R K Mission School at Lumdung would help to bring in behavioral changes among the youths which we would witness after 15 years from now. He announced to contribute Rs 30 lakhs from his own source in aid of the establishment of the school in the area.

Deputy Chief Minister, Chowna Mein announced to sanction Rs 3 Crore for construction of approach road to the R K Mission School after reaching Itanagar. He also announced to provide fund for construction of a Circuit House at Lumdung.

Mein assured that the demands made by the people of the new Circle will be fulfilled by the Govt but said that it may take some time to meet all the demands. He assured to provide fund for construction of infrastructure development of the Circle office in phase wise manner and also said to take up the construction of link road through the WRC field of Papu-Valley from Lumdung to Seba Village and for three bailey bridges over Papu river under RIDF next year and construction of another bailey bridge over Kameng river in the next year.

Further putting light on the agriculture and horticulture potentials of the Pappu valley, he assured to look into their demands of placing fund for continuation of the Paddy-cum-Fishy culture at Papu valley and said to include in his budget speech. He also asked the district administration and  executing agencies of the Trans-Arunachal Highways to see that the mud debris are not  dump here and there but to dispose it properly so that it does not affect the paddy fields and divert the flow of rivers and assured to talk with the responsible authorities of Trans-Arunachal Highway on the matter.

He further said that road connectivity is essential for development and with completion of Trans-Arunachal Highway, road connectivity will greatly improve in this sector. He asserted that people of other areas where execution of TAH is pending due to various local issues should also realize the importance road connectivity and must cooperate with the Govt and the executing agencies and resolve the issues to pave way for early construction of the TAH which would further help to accelerate the pace of development.

Earlier, Mama Natung, Parliamentary Secretary for RD, PR, IPR & Printing while submitting the memorandum said that new development will set-in in Arunachal Pradesh under the Pema Khandu led Govt. He informed that a tourism project, “Swadesh Darshan” worth Rs 50 Crore initiated by the Lok Sabha MP Kiren Rijiju in the area is nearing completion and expressed hope that it would fully benefit the people and in promoting tourism potential of the area.

Among others, Tungri Effa, Chairman Hydropower Corporation, Gumjum Haider, Youth Leader, Mering Natung, ZPC, Rajeev Takuk, DC, Vikash Kumar, SP Seppa, Yalam Cheri, ZPM Papu Valley West were also present on the occasion.
