Arunachal Polls: No officer connected directly with elections shall be allowed to continue in present district of posting: EC

The Election Commission of India (ECI) have directed all state and Union territory Chief Secretary and Chief election officers to effect transfer/posting of officers in view of general election to the House of people (Lok Sabha), 2019 and State Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim  respectively.

In a direction issued by ECI on  January 16 vide Order 437/6/1/INST/ECI/FUNCT/ MCC/ 2019  by Principal Secretary said   that the term of existing House of the People (Lok Sabha) and State Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim are upto 3rd June 2019,  18th June 2019, 1st June 2019, 11th June 2019 and 27th May 2019, respectively.

The Commission has been following a consistent policy that officers directly connected with conduct of elections in an election going State/UT are not posted in their home districts or places where they have served for considerably long period.

The Commission has decided that no officer connected directly with elections shall be allowed to continue in the present district of posting if she/he is posted in her/his home district,  if she/he has completed three years in that district during last four (4) years or would be completing 3 years on or before 31st May, 2019.

In compliance to the ECI order the Chief Election Officer, Nirvachan Bhawan, Kaliang Tayeng have issued direction to all Commissioner/Secretary/HoDs that in view of forth coming simultaneous election in Arunachal Pradesh the training on various election related matters have been completed at national and state level.

All Deputy Commissioners (DC) and District Election Officers (DEO) have identified polling personnel and their training schedule at district level and chalked out preparatory works for smooth conduct of election   have already been started in entire state.

it will be difficult if any staff is found absent during the time of training or any other election work. The Chief election Officer while considering the time bound nature of election have requested that any kind of leave to the government  employees may not be done from first week of March till completion of the election.

Nirvachan Bhawan sources inform that total electoral of state are 794162 with 392566 are male and 401596 are female. There are all total 2201 polling station in state with requirement of 6851 EVM and similarly 6851 VVPAT. There may be a requirement of 60 Returning Officers, 2201 Presiding officers and  11005 Poling officers while security arrangement are being done by the Home and Police department on the requisition of the Nirvachan bhawan.

The sources also inform that the full team of Election Commission of India (ECI) is visiting the state and may inspect and discuses with state government/state counterpart on the poll preparation of the state machinery for the general election and simultaneous election to the state assembly election process.
