Arunachal: IMC vehicles playing without registration number plate

A majority of vehicles being engaged by Itanagar Municipal Council (IMC), to collect municipal solid waste under Twin Capital city are plying without registration number plates.

Informing this and raising concern over public safety and security, Arunachal Civil Society ( ACS ), chairman, Patey Tayum said it was a serious violation of traffic norms under Moter Vehicle act,1988.

Tayum pointed out that under Section 39 of the Motor Vehicles Act, 1988, no person can drive a motor vehicle in a public place unless the vehicle has been registered and those violating are liable to face punishment.

It has been 6 years since IMC was brought to manage the ever-accumulating garbage in twin capital city, but majority of vehicles is yet to be registered with the local transport office even after generating hefty revenue and receiving fund from the government.

He said that when  Chief Minister, Governor and other top bureaucrats can drive vehicles with proper Registration plate then why IMC could not register its vehicles. Even our Prime Minister uses a numbered car, he added.

” Is the IMC  above the law? The existing law does not differentiate between common citizens and government establishments and that every vehicle on the road should have a number plate, Tayum said.

“But here it is openly broken without any fear of punishment that too right under the nose of concerned transport department,” he alleged.

Further Tayum asked the concerned transport department to act tough action against all such vehicles which are plying in capital complex without number plates and registration number.

IMC Executive Engineer, Tadar Tarang when contacted said that it is true that the registration process got delayed due to new vehicles procured through Gem portal of government and the documents were not collected timely.

Few old vehicle which were handed over through Urban Development of which the documents were not properly handed over and taken time to prepare it, since IMC is an autonomous body so there was requirement of registration fee for which the file was process and the registration process of the vehicle is under process and hope that it would be done within a week or two. Tarang said.

There are around 30 dedicated vehicle adding extra 10 which would be registered soon. Tarang added.

Capital DTO Remar Gab when contacted said that it is a fact that few vehicles of IMC  are plying without registration ,  a written letter was  send two years back but it is still to be registered.

Capital SP M Harsha Vardhan while inform that he will write the IMC authority and Capital DC as well for immediate registration of all vehicle of IMC otherwise action will be initiate as per law.

He said that any new vehicles need to be registered under Motor vehicle Act and continued drive are being carried for traffic violation and action will be imitated to all those vehicle found plying without registration and number plates.
