Governor of Arunachal Pradesh Brig. (Dr.) B.D. Mishra (Retd.), held a meeting with the Deputy Chief Minister Chowna Mein and the Chairman of Public Accounts Committee (PAC) Ninong Ering, MLA, in his office on 27th August 2019.

The question of proper financial working in the State for eliminating the Audit observations from the Comptroller and Auditor General of India in their Audit Book was discussed at length.

Deputy Chief Minister Chowna Mein suggested that, Ninong Ering, Chairman, PAC, being an experienced leader, with the support of all the Government departments would be able to work out the method and procedure for eliminating the Audit objections and observations during the current financial year.

Nirong Ering, Chairman, PAC expressed his happiness that this important subject is being paid due attention and he said that he will try his best to have interaction with all the Departments of the State Government and hold regular meetings at short periodic intervals, for the purpose.

For proper implementation of the above requirements, the following was decided in the  Governor’s meeting.

For resolving the issues of Audit objections, fortnightly meeting should be convened and presided over by the Chairman, PAC. It should start as early as possible.

The competent officer dealing with the subject will be nominated by each Department to attend the meeting regularly and these officers should, without exception be regular in attending the meeting. Any difficulty or other requirements of theirs can be dealt with during the period between the dates of the meetings, with the help of their parent department.

Every officer attending the meeting will come fully prepared to explain the issues connected with the Audit objections. Non-preparedness on the part of the officers of various Departments participating in the meeting will not be appreciated.

The Chairman, PAC will as considered appropriate by him allocate the Preparatory tasks/works to each officer attending the meeting and it will be obligatory for all officers to complete their Preparatory Task / Work for the next meeting.

It was also decided that, we, as a State should treat it as a matter of honour and the point of dignity to ensure that in the next CAG Report our State has least Audit observations, and if possible, no Audit observation, at all.

Deputy Chief Minister, who is also the Finance Minister of the State, emphasised on the importance of the work of the Public Accounts Committee and it was hoped that the achievements of the Committee under Ninong Ering, MLA will set a benchmark for years to follow.
