Arunachal Budget Session 2nd day: Assembly passes five bills

The 2nd day of ongoing Budget session of Arunachal Pradesh Assembly saw passing of five bills introduced on Monday by voice votes and thumping of desks by the members with Speaker Passang Dorjee Sona on chair.

1- Arunachal Pradesh Lokayukta (Amendment) Bill, 2019

Taking part in Arunachal Pradesh Lokayukta (Amendment) Bill, 2019, moved by Home Minister Bamang Felix, Ninong Ering said that it aimed at transparency in governance without corruption by public servants including MLAs, ministers and MPs. He lauded Chief Minister Pema Khandu for his wisdom to adopt sabka saath, sabka viswas principle and facilitating appointment of right persons to start process for a new Arunachal toeing sabka saath, sabka viswas mantra.

Why to amendment the original Act to delete provision for prosecution to make the powerful weapon a toothless tiger? After probe on receipt a complaint will put the issue in cold storage. Why penalty should be only for one year for giving a frivolous complainant? Moreover, when provision exists for declaration of assets by the MPs before and after elections, why to exclude their spouses? Thus, the principal act should be maintained, he reasoned.

Felix said that the Act was passed on 16.05.14 to facilitate probe into corruption cases. Though you (Ering) fear it could be a toothless tiger, but people are at the top in parliamentary democracy and those on chair are subject scrutiny by them. Separation of judiciary from executive is in nascent stage in this tribal state still governed by tribal customs and laws. The Act is not contradictory as we have no high court judge for which the Act was amended and actions were on the basis of n ordinance for which the bill, he said and urged all members to pass the bill to avoid procedural lapses as amendment could be made as per requirements later.

Arunachal Pradesh Good & Service Tax (Amendment) Bill, 2019

Moving Arunachal Pradesh Good & Service Tax (Amendment) Bill, 2019, Chief Minister  Pema Khandu said that the bill has been passed by the Centre in 2018 by raising the tax limit from Rs 10 lakh to Rs 20 lakh and exempting multiple registrations.

Arunachal Pradesh State Higher Education Council Bill, 2019

Moving Arunachal Pradesh State Higher Education Council Bill, 2019, Education Minister Taba Tedir which was passed after he explained that many states have passed such bill as state higher education council is prerequisite as per GoI directive and essential to advise the GoAP on higher education.

Pradesh Protection of Medical Service Personnel & Medical Service Institution (Prevention of Violence & Damage or Loss of Property) Bill, 2019,

While moving Arunachal Pradesh Protection of Medical Service Personnel & Medical Service Institution (Prevention of Violence & Damage or Loss of Property) Bill, 2019, Health Minister Alo Libang said that health service is the pillar of the society. However, many times medical professionals and properties are attacked across the country for which the bill has been moved to ensure protection. Eighteen states have enacted such law; he said and sought support of all members.

Urban Local Bodies Minister Kamlun Mosang moved Arunachal Pradesh Municipal Corporation Bill, 2019.
